Abstract:

This is the Technical Proposal for the Phase 1 CMS Upgrade. This is the version that was given for review to the CMS Collaboration Board. There are minor revisions to the version given to the LHCC in November. There are very minor corrections, mainly to figure references, to the previous version. The main revisions are in Beam Monitoring. The Upgrade Organization discussion in Chapter 11 is still under discussion,
